Igtampe DOS Tucan Beta (Build 5275)

It's time for Betas again! Instead of SOL I chose TUCAN, because the SOL ascii art I had didn't fit. I'll make SOL later. 2 more APIs (Sleep and Speak), Sleep will replace any new timeout commands (I'll leave the old one's later), and Speak will allow Igtampe DOS speak later. There is also now an At Command Executable (ACE) which developers can use for their apps (Do not add the actual code to ACE, instead add this: IF EXIST C:\IGT\APPS\MYAPP\ACE.bat CALL C:\IGT\APPS\MYAPP\ACE.bat. Finally, I added sounds to everything, Hibernation on, Hibernation off, On, Off, Sleep, Wakeup, Notification, And a welcome song for the new welcome menu.
